"... the people need to believe, to rely on a guide. Never mind that the trust and belief are based on reality, it is important that the people believe."
In other words, what matters to a head (King, dictator, prime minister) is not what he says to the people, but be careful to say it well!
The ability to argue and mystify the art of the political systems are governed, the more civilized, the most brutal or the most grotesque. So happened in the past, so today.
